Summary
Recently, the Central Committee of the Communist Party of China and the State Council issued the "Plan for Accelerating the Construction of a Strong Agricultural Country (2024-2035)" (hereinafter referred to as the "Plan"), which sets out a roadmap and blueprint for accelerating the construction of a strong agricultural country. As an organic component of green agricultural development, the new humic acid industry should take the responsibility of consolidating the new beautiful countryside and accelerate its integration into the construction of the "community of life of mountains, rivers, forests, fields, lakes, grasslands, and deserts". To this end, the entire industry should make precise efforts in the 18 key areas deployed in the "Plan".
I. Implement the action to improve the organic matter content of cultivated land, strengthen the protection and utilization of black soil, and manage degraded cultivated land.
Humic acid is an important component of soil organic matter, a key to building a healthy and loose topsoil layer, and the core of cultivated land quality construction and protection. We will unswervingly adhere to the feedback route of "letting humic acid come from and return to the soil", and unswervingly adhere to the "two-machine complementarity" principle of "letting black humic acid transform white chemical fertilizers into humic acid-based fertilizers to return the soil to its original color". We will make the best use of the nutritional elements of humic acid and humic acid functional fertilizers to improve the quality of cultivated land, consolidate the foundation of cultivated land, and fully protect black soil. This is the "duty" of humic acid people.
II. Solidly advance the new round of action to increase grain production capacity by 100 billion kilograms, deeply implement the action to increase the per unit area yield of major crops such as grain and oil, and accelerate the construction of national grain security industrial belts.
51 years ago, the document "Notice of the State Council on Forwarding the Report of the Ministry of Fuel and Chemicals and the Ministry of Agriculture and Forestry on Actively Experimenting, Promoting, and Developing Humic Acid Fertilizers" (Guofa [1974] No. 110) clearly stated that humic acid fertilizers, as a type of organic fertilizer, can both increase yield and nourish the land. Today, after practical verification, the yield-increasing effect of humic acid fertilizers has been further improved, and at the same time, its functions have been continuously enriched and expanded in the fields of improving cultivated land quality, reducing chemical fertilizer use, protecting black soil, transforming low- and medium-yield fields, managing saline-alkali land, and managing acidified soil. It is a core and important material foundation for consolidating the strategy of "storing grain in the land and storing grain in technology" and promoting the new round of action to increase grain production capacity by 100 billion kilograms.
III. Stabilize rice and wheat production, promote structural optimization, and improve quality.
Humic acid plays a multi-dimensional and comprehensive positive role in improving the quality of rice and wheat. 14. Refine and improve rural characteristic planting and breeding industries, do a good job in selecting local characteristic varieties, and develop clean production, full-process standardization, and high-quality characteristic planting and breeding.
Humic acid rice-field crab farming and biomass humic acid inject ecological impetus into refining and improving rural characteristic planting and breeding industries. Relying on this platform, by integrating high-quality domestic and international resources, it will effectively promote the mutual recognition of technical standards, transformation of achievements, and project docking in the fields of soil improvement, water-saving agriculture, and reduced fertilizer application, using new humic acid green technology cooperation to build a solid global food security defense line.
